Officer relieved of duty after fatal shooting in Little Rock

A car theft suspect, Bradley Blackshire, was killed in an officer-involved shooting on 12th and Rodney Parham after Blackshire hit Officer Starks with a car.

LITTLE ROCK, Ark. — Little Rock police officer Charles Starks has been relieved of duty in the wake of his involvement in Friday, Feb. 22's deadly shooting, according to Lt. Michael Ford. 

"He has to turn in his gun and badge and cannot perform any police duties while the investigation continues," Lt. Ford said. "He remains on the payroll."

The 31-year-old officer shot and killed Bradley Blackshire after stopping the allegedly stolen car he was driving at the intersection of 12th St. and Rodney Parham. Police reports indicate Starks stood in front of the car when it moved toward him, prompting him to open fire.

Starks had initially been placed on administrative leave. Lt. Ford said the department will not comment on what prompted the change of status.
