PULASKI COUNTY, Ark. — Arkansas State Police issued 16 citations on August 19 during a targeted school zone enforcement on Highway 10 in Pulaski County near Joe T. Robinson Schools.
From 7 to 9 a.m., officials issued nine citations for speeding and seven for non-hazardous traffic violations. During this time, troopers made 22 contacts with motorists.
Monday was the Pulaski County Special School District's (PCSSD) first day of school and just a few days after the first anniversary of PCSSD school security officer Victor Montgomery's death.
On August 14, 2023, Montgomery was directing traffic at Joe T. Robinson Elementary School on the first day of school when he was struck by a vehicle and dragged several yards.
He was taken to the hospital in critical condition, where he later passed away. Montgomery had served with the PCSSD for seven years.
In January of 2024, state police and the Pulaski County Sheriff’s Office arrested 55-year-old Desmond Chukwunwike Nkala. He was charged with manslaughter and is scheduled for a jury trial on October 2, 2024.
