Hot Springs dispensary owner plans to file appeal after having medical marijuana license revoked

Green Springs Medical is filing an appeal after becoming the first dispensary in Arkansas to have its license revoked.

LITTLE ROCK, Ark. — A day after revoking the state's first license, the Arkansas Medical Marijuana Commission met for the first time Thursday to discuss the dispensary's outcome.

And we were the only ones in the room with a camera to capture the hearing.

On Wednesday, the Alcoholic Beverage Control (ABC) board voted to revoke the license of Green Springs Medical Dispensary in Hot Springs.

The dispensary's owner, Dragan Vicentic, went before the Arkansas Medical Marijuana Commission to request a temporary license and a transfer of ownership. Still, the ABC board attorney said there isn't a license to transfer.

According to the attorney, since the license was revoked, there is not another license to issue until a judge rules on the decision since it was appealed.

In May, the Alcoholic Beverage Control division announced they would revoke Green Springs Medical Dispensary in Hot Springs because of violations. They included, selling expired products, missing inventory, and unclean processing areas.

Since then, the dispensary has been able to stay open until Wednesday, when the ABC board officially voted to uphold that license revocation.

"At this point, Green Springs can no longer make sales to patients," ABC Director Christy Bjornson said. "The order has been reduced to writing, and Mr. Vicentic does have the opportunity to appeal under the Administrative Procedures Act to circuit court."

We asked Vicentic for an interview. However, he declined and said he's waiting for the judge's decision on his appeal.

That hearing will be later this month in Garland County.

A judge could issue a stay, meaning the dispensary could continue to operate until a ruling on the appeal is made.
