HUD assists Hot Springs tenants who were forced to pay for air conditioning

After several tenants complained of poor living conditions at Greenbriar Apartments, HUD is intervening to resolve the situation.

HOT SPRINGS, Ark. — Tenants at the Greenbriar Apartments in Hot Springs came to us initially because they claimed the property owner, Michael Cotroneo, was forcing them to pay for their air conditioning unit or it would be removed.

On Wednesday, HUD and a city director met to offer help to past and present tenants.

We spoke to Keishon Hicks last year when he told us the landlord was requiring tenants to pay for the air conditioning.

Now, he's found another place to live, but advocates for those still at Greenbriar Apartments.

"I am in a better place," Hicks said. "This situation is overall heartbreaking."

Hot Springs Director Phyllis Beard helped HUD become aware of the issues. They then met to discuss options for those who need to find another place to live.

Past residents are also able to apply for Section 8 vouchers.

"I will be satisfied when the entire city has safe, clean, sanitary housing," Beard said.

In a statement, HUD told us that they are taking possession of Greenbriar Apartments because of management and unresolved substandard conditions.

While it's a start, Hicks said he's not satisfied.

"I would just like accountability," Hicks said. "I would like people to be held accountable for treating residents fairly."

Hicks and other tenants have filed a lawsuit against the property owner for fraud, breach of contract, and discrimination. A jury trial is set for later this year.

Cotroneo has countersued those tenants.

We asked if Cotroneo had been invited to the meeting, but we couldn't get a direct answer.
