LITTLE ROCK, Ark — On December 16, Governor Sarah Huckabee Sanders appointed two new judges to the Pulaski County Circuit Court.
Lucas Rowan and Hugh Finkelstein were selected as judges, with their terms set to expire on December 31, 2026.
“Throughout their careers, both Lucas and Hugh have demonstrated a commitment to our state and its laws and constitution, and each of them will do an excellent job serving on the Pulaski County Circuit Court,” said Governor Sanders.
Rowan is a member of the Arkansas Bar Association and Pulaski County Bar Association and has practiced law in central Arkansas for 15 years.
He attended the University of Central Arkansas as a scholarship athlete, where he obtained both Bachelor's and Master's Degrees in Business Administration. He went on to earn a Juris Doctorate from the University of Arkansas at Little Rock Bowen School of Law.
Finkelstein has been the Chief of Staff of the Arkansas Department of Public Safety since January 2023 and is an active member of the Arkansas Bar Association and the Pulaski County Bar Association.
He left private practice to work in the 6th Judicial District Prosecuting Attorney’s Office in Little Rock, where he worked for 19 years. He served as the Chief Deputy Prosecuting Attorney in the 20th Judicial District Prosecuting Attorney’s Office in Conway from January 2015 to May 2017.
He earned a Bachelor of Arts degree from Washington & Lee University and his Juris Doctorate from the University of Arkansas at Little Rock William H. Bowen School of Law.
