Fatal shooting of Conway man by officer ruled justified, police say

A prosecuting attorney has ruled that the fatal shooting of a Conway man by a police officer in Nov. 2023 was justified.

CONWAY, Ark. — A prosecuting attorney has ruled the fatal shooting of a Conway man by a police officer was justified, according to the Conway Police Department.

The shooting happened on the morning of Nov. 20, 2023 when officers were serving a search warrant for 78-year-old Allen Seibert at a house on the block of 3700 Old Morrilton Highway.

Police were given information from the U.S. Department of Homeland Security that child sexual abuse materials were "downloaded" at the address. That information led to a search warrant at the residence.

After knocking on the door and announcing their presence, police break down the door and at least one shot is fired before an officer can be heard telling Seibert to put a weapon down and firing a few more times.

Police say Seibert was armed with a shotgun when they entered the house. Seibert was shot in the chest by the officer and would later be pronounced dead at the hospital.

An initial press release from Arkansas State Police stated that Seibert "came to the door" holding a firearm, but in the bodycam video it appears that Seibert is nowhere near the door during the time of the shooting.

The determination that the shooting was justified was revealed following an investigation by Arkansas State Police. No criminal charges will be filed against the involved officer, who has been identified as Dennis Robertson.
